Business rates on empty commercial property: put the void to work

In England, when a commercial property is empty the owner can become liable for business rates after a short empty property relief period (commonly described on GOV.UK as three months for most properties and longer for some industrial premises, with other exemptions). Exact eligibility sits with the local council and official guidance. VacatAd does not replace that advice.

The rates rules are background. What we put in the empty unit is guest WiFi, live window advertising and remote monitoring. That is a service for owners and agents. It is not a rates mitigation scheme. We do not sell mitigation schemes, invent savings percentages, or guarantee a rates outcome.

Business rates on empty commercial property, explained simply

Plain English for England as a baseline. Your bill and any relief sit with the local billing authority. This page is general information, not advice on your property.

Empty rates relief and empty property relief

When a commercial unit becomes vacant, many owners get a short empty property relief window before full business rates resume. GOV.UK commonly describes three months for most properties and a longer period for some industrial premises, with further exemptions in specific cases. After the relief window ends, full liability usually resumes on an empty building that is earning nothing. That bill is often the largest holding cost for a long void.

Check your council and the official guidance

Rules are local. Confirm eligibility, exemptions and how your authority treats occupation with your council and the official guidance. Start with GOV.UK empty buildings and empty property relief. VacatAd does not advise on rates liability and does not replace your billing authority or a rating adviser.

What tightened around short occupation and “mitigation schemes”

Careful, non-advisory context only. Short resets and artificial occupation have faced case law and regulatory pushback. From April 2024, England lengthened the reset period for further empty relief (see the Non-Domestic Rating (Unoccupied Property) (England) (Amendment) Regulations 2024). VacatAd does not sell a mitigation scheme. Check official sources and your council for the current position.

Why mitigation language is risky to lean on

Some providers still lead with rates-first or short-occupation stories. Courts and councils have pushed back on arrangements that look like box-shifting or artificial occupation. VacatAd does not sell a mitigation scheme. We sell a live commercial service in the void: guest WiFi, window and portal advertising, and remote monitoring. Any rates effect is secondary, unit-specific, and decided by the billing authority.

What this page will not do

No box-shifting playbook. No guaranteed rates outcome. No invented percentage savings. No legal advice. If you need a ruling on liability, ask your council or a qualified adviser. If you want the empty unit put to work, read on for Connect, Advertise and Protect, then go to the property owners hub.

A better use of an empty commercial unit: Connect, Advertise, Protect

While the unit is empty we run three things in it: guest Wi‑Fi, window and portal advertising, and remote monitoring.

Connect: guest WiFi in the empty unit

A managed 4G/5G router puts free guest WiFi into the void. Agents, contractors and viewings stay online without a broadband bill. Passers-by can join, and a captive portal can promote local businesses. Guest WiFi / Connect →

Advertise: live window and portal for local businesses

Printed shopfront display plus the same campaign on the guest WiFi portal. Owners get an active frontage; independents can take a free tier; brands book featured or paid placements. Empty shop window advertising → ยท VacatAd Local →

Protect: remote monitoring while vacant

Routers report in around the clock. Optional cameras and environmental sensors let you check an empty unit from your desk. Protect sits with Connect and Advertise on the same install. Protect for owners →

Who this is for

Commercial landlords, freeholders, managing agents and asset managers with UK retail, office or industrial voids whose empty rates bill has started or is about to start after the initial relief window. You may have arrived from a rates search or a paid ad on rateable value. The credible next step here is service in the unit, not a tax-avoidance pitch.

Rates context vs VacatAd service (side-by-side)

GOV.UK and your council own liability, empty property relief and how occupation is assessed. VacatAd puts the unit to work with Connect, Advertise and Protect. Keep those jobs separate. We notify authorities plainly when we take a unit, keep operational records of the live service, and will say if a property is not a fit. We do not guarantee how any authority will treat any bill.
